Description

ANCE, in collaboration with DIHCUBE, has developed a specific training course for public administration employees. The course provides an understanding of BIM and digital information management in construction in the public procurement process. The initiative is the result of the agreement signed in November 2023 by the Minister of Public Administration, Senator Paolo Zangrillo, and the President of ANCE, Dr Federica Brancaccio, which marked a turning point in the collaborative relationship between private individuals and the public administration

Total Budget:
The total effort (internal staff and teaching and multimedia development consultancy) is approximately € 20,000. The programme is provided by ANCE free of charge to the Public Administration

Aim

Structured on three levels – basic, intermediate and advanced – the course aims to provide in-depth, structured guidance on digital information management in public procurement processes. Specifically, the programme focuses on developing:
• knowledge of the relevant regulations;
• awareness of information management methods and tools;
• the ability to draft, manage and update information specifications;
• the ability to manage tools, interoperability and open formats.
Led by Professors of the Politecnico di Milano, partners of DIHCUBE, the course is available on the Syllabus platform, the digital training portal for the public administration.
This specialist training initiative aims to be a concrete tool through promoting the dissemination of digital skills, being part of the Association's broader commitment to the enhancement of knowledge and the use of new technologies and methodologies related to Building Information Modelling (BIM).
The training also increases the collaboration between businesses and public administrations, equipping contracting authorities with the specialist skills to improve the management of information relating to public procurement procedures and related national codes.

Target Groups:
The course is addressed to public administration employees, providing them with a solid basic grounding in relevant legislation and digital literacy free of charge. More specifically, the course is intended for civil servants and employees of public administrations who are involved in the management of public contracts. Specific target audiences include:
• Heads and managers of technical offices
• Construction managers
• Administrative and technical officials
• BIM professionals working in the public sector

Outcomes

Results of the project/initiative:
Almost a year after its launch, 18,000 civil servants have already enrolled in the training programme and received the course's open badge.
